The Chairman of the Board is the Chairman or President of the member association which is organising the forthcoming World Dredging Congress for WODA. His term of office shall extend until the last day of the World Dredging Congress which his association is organising for WODA.

WODA is responsible for the organisation of the World Dredging Congresses which are held every three years and delegates this responsibility to the association in whose region the forthcoming congress will take place.

The Vice-Chairman is Chairman or President of the members association which is responsible for the succeeding World Dredging Congress.

The constitution of the Board in the period 2 July 1998 - 4 April 2001 is as follows:
